With the disruption of information and communication technologies (ICT), smart cities provide the alternative for electronic governance, adding the active participation of urban residents, which requires the construction of a social weaving (SW) immerse in the lifelong acquisition of citizen and digital competencies. Within this context, a competent SW model is proposed, based on the binary logistic regression analysis performed through the statistical software platform for social sciences SPSS, and a set of data taken from a population sample of boys and girls with cognitive impairment at a foundation in Bucaramanga (Santander-Colombia). As a result, from the theoretical and statistical standpoints, it was concluded that, through an equation, the model makes it possible to predict the probability for an individual to be part of a competent SW, after taking part in an educational project adapted to contents and didactic sequences applied in the classroom, according to adjusted Colombian educational parameters, to facilitate the learning process of cognitively impaired people.
