Superfund to EcoDistrict: Progressive Preservation for a Net-Zero Neighborhood

Abstract:

Social cohesion at the heart of neighborhoods can be a powerful catalyst for change. It can steward the development of governance that supports balanced approaches to achieving and maintaining progressive social, cultural and environmental goals. As a cultural development strategy, the district scale can carry systems-level benefits of advancing infrastructure strategies and may offer a scale of governance capable of overcoming municipal, state and regional bureaucratic hampers. Coupling a prototypical net-zero district, a measured smart growth methodology, with the idea of retrofit understood as a practice of progressive preservation the two parallel approaches, one looking forward and one looking back offer an alliance capable of optimizing outcomes as they relate to quality of life, health and well-being, community economics and climate mitigation. Illustrated through a case study on the Gowanus Canal, designated a Superfund site in 2010, the methodology of a 2050 Net Zero Neighborhood is considered in parallel with the potential of climate mitigation and preservation co-benefits setting up a new paradigm; a comprehensive built-environment strategy working within limits to growth. Though the aesthetics of comfort and convenience alongside balanced and integrated systems are not in themselves drivers of development, when considered as design priorities by way of sensitive and responsive measures for energy accounting including life-cycle analyses, these priorities can yield highly desirable characteristics within alternative development scenarios, inclusive of community centered bottom-line balances. In meeting a 2050 Net Zero goal, both preservation practice and smart growth strategy stand to gain when aligned. Regulatory flexibility and broad community support are needed to achieve these integrated models of reinvestment as we move toward balanced and equitable neighborhoods replete with power to leverage technical and cultural strategies augmenting their authentic histories of place.
