We do not have an understanding of the fundamental mechanism of how information is stored and retrieved by the brain. A basic theoretical universal code utilized for these functions is proposed here in association with a review of current knowledge of memory. It is intended to provide a working approach to this central brain activity and begin the process of investigation based on these ideas which are new and unexplored.
