whom this book is an excellent summary. For many readers, the most interesting and worthwhile portion of the book will be the previously unpublished excerpts from interviews with several figures who were instrumental in establishing or running the WRB: John Pehle, US Treasury Dept. lawyer and author of the aforementioned Morgenthau Report; Josiah E. DuBois, Jr. who played a major role in exposing how the State Department obstructed efforts to save European Jews; Ira Hirschmann, WRB representative in Turkey; James Mann, assistant to the executive director of the WRB; and Roswell McClellan, WRB representative in Switzerland. The behind-the-scenes descriptions of how the WRB actually functioned, and the comments about how they could have done more had the organization been established and funded earlier, are a stark reminder of how the rescue of human beings is so often dependent upon an almost set mechanism: a person or group with access to decision makers who tirelessly turn it into their sole goal; media campaigns to keep the issue alive and burning; political pressure and horse-trading to propel the issue to the forefront of legislation or government decision making; a group of people willing to pause or even sacrifice their personal progress to promote and execute rescue schemes; and success in obtaining the necessary funds to pay for the schemes, not just to resettle refugees but to pay for their transfer and release from bondage. Hirshmann’s poignant statement that “the children weren’t brought out; they were bought out,” remind us that human lives are not necessarily “priceless” but can have a very set price (80). What is left is to find those who are willing to pay it in order to keep them alive. Judy Tydor Baumel-Schwartz
