Research and Development of Drought Monitoring and Information Management System in Heilongjiang Province

Frequent droughts can cause severe losses to economy, society, and environment. This study aims to develop a remote sensing-based drought monitoring and information management system (RDMIMS) to help managers to better understand the regional drought situation and define quick and responsive measures. RDMIMS includes four modules for data management, drought monitoring and analysis, business operation, and information inquiry. Furthermore, RDMIMS combines the ground observation data of soil moisture content with the remote sensing inversion parameters to obtain regional drought information with increased accuracy. It provides users with more flexible operation methods that can obtain more accurate monitoring results by changing the weight coefficients of each monitoring model. Additionally, the business operation mode can provide monitoring results by “single click” thus enabling the managers to have more choices under different requirements. The results showed that the system can effectively monitor the drought situation in the study area and can meet the needs and expectations of manager's for information inquiry.
