Book Review: Risking Immeasurable Harm. Immigration Restriction and U.S-Mexican Diplomatic Relations, 1924-1932

Benjamin Montoya’s Risking Immeasurable Harm presents innovative research about the migratory policies targeting Mexican workers entering the United States during the 1920s. Montoya maintains that prior to those years, North American immigration laws did not have prohibitive specifications toward Mexican migrants, which allowed for cordial diplomatic relations between Mexico and the United States. Based on a detailed historiographic review on the subject, Montoya points out that although scholars have argued that Mexican migration was not included in the restrictive quotas of 1921 and 1924 for economic reasons, their definition of immigration in purely economic terms represents a limitation. Instead, Montoya provides a more expansive definition of immigration to include racial, social, cultural, and diplomatic attributes. Therefore, his work combines the external and internal factors of both countries to better understand migration policy’s effect in the United States and Mexico.
