The Impacts of Internal Displacement on Local Communities: Examples from Ethiopia and Somalia

Abstract
Assumptions about the impacts of internal displacement often associate the arrival of internally displaced people (IDPs) with a rise in prices, unemployment, and insecurity in the areas to which they flee. This article questions these assumptions using primary data collected from over 300 IDPs living in settlements in Ethiopia and Somalia, and 300 members of non-displaced populations living in surrounding local communities. The findings suggest that in both cases, the impacts of internal displacement on local communities were often less severe than what may have been expected and, in some instances, were even positive. Yet the fact that surveyed IDPs in both contexts were still experiencing poor living conditions in the settlements and barriers in accessing services not only undermines their own progress towards durable solutions, but can also have negative repercussions for surrounding communities. This reinforces the value of holistic approaches to addressing and resolving internal displacement, which seek to understand and balance the needs of IDPs and non-displaced local populations in order to mitigate the negative impacts associated with displacement and seize the opportunities it may present.
