Abstract

The current system of international financial aid has shown to be inadequate in addressing the challenges of internal displacement. With significant shortfalls in funding and more attention given to refugee situations, responses to internal displacement tend to prioritise immediate needs over more sustainable interventions. This indicates an urgent need for new approaches to financing. With the prevalence of the humanitarian–development–peace nexus in policy discourse in recent years, financing could be viewed as a means of encouraging diverse groups of actors to work together towards collective outcomes for internally displaced persons. This article explores opportunities to use strategic financing to support durable solutions to internal displacement, focusing mainly on those displaced by conflict. By drawing on current thinking on financing practices in areas relevant to forced displacement, it highlights three financing approaches that could help to enable collective action on internal displacement among different types of actors. These include: (1) multi-year, flexible financing; (2) multi-donor pooled funds; and (3) diversified financing sources. The analysis also identifies existing financing mechanisms that could be leveraged or replicated to support durable solutions for internally displaced persons.
