Regional development policies and the challenge to reduce spatial inequalities in Brazil

ABSTRACT This paper argues that current discussions in Brazil about national regional development policies should be abandoned for now and attention directed towards the regional development agenda at other scales and through other institutional arrangements. More specifically, it offers an understanding of the apparent ‘impossibility’ of creating a national regional policy. After opting for a critical neo-Gramscian conception of the term ‘governance’, the paper argues that a critical appreciation of the conditions needed to concretize this conception of governance leads to the conclusion that the ‘feasibility’ of governance, which requires the ‘real’ inclusion of underprivileged social forces, may depend on the scale at which governance is pursued and on a ‘dialectical overcoming’ of local power to rescue regional agendas.
