post-independence era, most Indian universities were nothing more than teaching institutions. In the last decade, private universities and private HEIs have grown phenomenally in numbers, but only a handful of them have developed a small research base as evident from their research output. The period from 2010 to 2020 was declared as the ‘Decade of Innovation’ but that does not seem to be happening. Barring the IITs, IIMs, the IISC and a few central universities, an innovation culture is absent in Indian universities. Further, a narrow research and innovation base in the HEIs poses a formidable challenge to the growth of the knowledge-based economy. This element is crucial at a time when the Indian government emphasises start-ups, technology parks, ‘smart cities’, ‘Digital India’ and ‘Make in India’. Looking at all the Asia-Pacific country studies in this volume, it is clear that growing expenditure on R&D by leading universities is intimately associated with a variety of innovation activities like the establishment of incubation and start-up mechanisms, TTOs, innovation and entrepreneurship centres, science and technology parks and specific centres which promote university spin-offs. The authors emphasise that they did not find all these innovation activities across all the leading Asia-Pacific universities. Matching robust higher education policies with a series of actions that promote research and innovation missions are also vital to promote the internationalisation of education and globalisation of innovation. This has certainly helped the leading Asia-Pacific universities to make a mark in the UK Times higher education rankings of the world’s top universities. This timely academic work gives an excellent overview of many aspects of university–industry relations and innovation in the key Asia-Pacific countries. It is very rich in facts and data. Those working on higher education, the knowledge economy and innovation will find this book very useful.
