Abstract
With his administration’s shift away from reactionary anti-communism, concern about American support for right-wing dictators, and expressed commitment to welcome nationalist movements rooted in in self-determination, John F. Kennedy had the potential to be the first US president to prioritize human rights abroad. He had spoken out against colonialism and in favor of human rights as a member of Congress and a presidential candidate. In office, however, he yielded to other foreign policy priorities. Analyzing his administration’s record on human rights reveals the Cold War utility of human rights rhetoric and the limits to US support for human rights in these years.
