India’s constitutional democracy has been fascinating from its beginning. But in many ways India has only quite recently begun to receive the international attention it deserves. Something similar is true—and no doubt there is a link here—of public law scholarship. Until not very long ago, international observers wanting to learn about Indian constitutional practice were mostly confined to reading Upendra Baxi and SP Sathe. Those interested in its founding had Granville Austin—a fine book, but only one.
