Change or continuity? Coping with the US in the era of Trump

ABSTRACT This commentary addresses the challenges posed by the “new world disorder” that Trump’s election of 2016 brought on and assesses options open to Canada to cope with it. First, however, it questions how much is new in the Trump era versus what went before and whether the shift is overstated. It argues a need to distinguish presidential behavior, and rhetoric from real policy changes and critique the myth of a liberal, internationalist, “rules-based order” under a benign US hegemony that allegedly preceded Trump. It then evaluates Canada’s options to reduce vulnerability including strengthening the domestic economy and institutions, lessening trade dependence on the US and working with US domestic and international allies. It concludes that some options are difficult to achieve while others have been tried in the past. Ultimately history suggests there is no guarantee of a smooth relationship where US and Canadian interests diverge, with or without Trump.
