Abstract This paper explores a small strike organized by University of California (UC) exchange students studying abroad in Tokyo in 1969. This minor event demonstrates the overlapping motivations and interpretations of student protests in both the US and Japan in the late 1960s. I examine how participants in this specific and limited case negotiated their activism within a larger geopolitical context of US power in Japan to draw attention to the fine-grained textures that can constitute transnational alliances and test the limits of more abstract concepts, such as rights of speech and expression.
