The Augar Report, 2019 – dangers or opportunities for legal education in England?

With some fanfares, one of the most important official reports for both further education (FE) and higher education (HE) was launched in May 2019 – the Independent Panel Report to the Review of Post-18 Education and Funding. Although most subsequent comment and debate has focused on its implications for funding both FE and HE in England (only) and issues such as student fees and maintenance grants, its remit and objectives went far wider. The report’s Foreword clearly sets out its general approach to the topic. It states that the report is a “story of both care and neglect” as between HE and FE. There is a “disparity [that] simply has to be addressed . . . [as] a matter of fairness and equity”. Universities receive £8 billion in public funding each year, whereas FE receives £2.3 billion and even that has been declining. Lecturers in FE are paid on average less than school teachers and overall, “the sector is demoralised” after decades of neglect.
