ABSTRACT Both South Korea and Japan have diversified welfare policies from cash assistance to a range of employment support schemes. However, they face the same issue of poverty amongst single-mother households in their contemporary societies. Under existing policies, single mothers view a zero-sum equilibrium between their two roles as breadwinner and caregiver: they have to sacrifice their employment potential if they wish to take care of their children. We argue that there remain untapped areas of opportunity in supporting single mothers’ transition into more capable breadwinners amidst their child-rearing responsibilities and concerns.
