In the literature related to administrative reforms, a problem that is becoming more relevant in the current international context (but which is not currently discussed enough) is to what extent can a well-performing public administration be built in the absence of democratic governance? Is it possible, for example, to have an administration that works effectively in a state where the rights and needs of citizens are less important? Understanding administrative reform as a linear and technical process is attractive but risky. It is not linear but represents a collection of various sequences that may or may not be connected; it is not a purely technical choice because it involves political choices and decisions. There are many important elements for administrative reforms to be successful in the context of democratic governance, but we will discuss the following:
