In a recent article by Frolov and Chizhonkov [Phys. Scr. 95 065604, (2020)], the authors have claimed that the inequality condition on initial electron density and velocity for plasma to sustain oscillation is incorrect in the book Methods in Nonlinear Plasma Theory by Davidson.
