Unraveling the Persistent Legacy of Structural Racism against Poor Persons of Color in the U.S

ABSTRACT This paper uses the concept “code-switching” to analyze the ways in which policymakers have discriminated against poor persons of color in the 20th and 21st Centuries. Solutions presented to break this cycle of structural discrimination include: using progressive conceptual frameworks to unravel the intersection between social status, race/ethnicity, gender, sexual orientation, and power; promoting discussions regarding the use of sovereign wealth for the benefits of all citizens; developing a hypersensitivity to how language is used to oppress populations; and committing to a multi-generational reflective social action agenda that continues to monitor the implementation of programs after the passage of policies
