Poverty and Entrepreneurship in Developed Economies: Re-Assessing the Roles of Policy and Community Action

ABSTRACT

We explore how developed economies can better realize the entrepreneurial potential of the poor by emphasizing the nexus of public policy and community action. It is argued this potential is not reached only because of the endemic nature of poverty, but also due to institutional constraints or voids. The complex nature of poverty and its implications for creating sustainable enterprises are examined. Policy levers and community support elements available to foster entrepreneurship are identified. A holistic framework is proposed to guide these efforts which reflects the needs of the ventures of the poor over stages of development.
