The world is watching again as the once-close relationship between Europe and the United States continues to unravel before our eyes. In this particular instance it involves the vastly differing strategies each is signalling with respect to green investment, or not, as part of the response to the COVID-19 pandemic. The European Union, through its executive the European Commission, is considering a major investment in green energy that may amount to nearly €200 billion. As European Commission President Ursula von der Leyen said in late May, the EU’s recovery plan
