According to Frances Koestler, author of The Unseen Minority, more than 150 leaders involved in services to promote the education and rehabilitation of people with visual impairments assembled at the Iowa College for the Blind in June 1921. Brought to Vinton, IA, for the ninth biennial meeting of the American Association of Workers for the Blind (AAWB), their agenda focused on an idea that had been discussed the previous year, by members of the American Association of Instructors of the Blind—the need to establish a strong national organization that concentrated its efforts on improving the circumstances of people who were blind or have low vision in North America.
