Assessing the integration of cross-sectoral policy issues: a case study of Canada’s approach to Countering Radicalization to Violence

This case study concerns the challenge of achieving coherence and mutually reinforcing policy instruments in the design of national security policy for complex problems that require a holistic and multi-level government approach. It measures the integration of the various Canadian policies and programs that are applied federally, provincially and municipally to counter violent extremism and the process of radicalization to violence leading to terrorism using the Candel and Biesbroek (Policy Sci 49:211–231, 2016. https://doi.org/10.1007/s11077-016-9248-y ) model of policy integration. It reveals the role of policy frames, subsystem involvement, policy goals and policy instrument choice on policy integration, and identifies implications for Canadian policy and the integration model.
