Are Better Employment and Unemployment Rates a Good or Bad Thing for the Field of Visual Impairment?

We would like to respond to the Letter to the Editor that was published in the September–October 2020 issue of the Journal of Visual Impairment & Blindness, written by William Koehler, to clarify some aspects of our work that are referenced in it. To begin, Mr. Koehler states that our manuscript (McDonnall & Antonelli, 2019) suggests that the 70% rate of unemployment often attributed to people with blindness or low vision is inaccurate, and he seems to indicate that this finding was associated with research based on the Employer Attitudes Toward Blind Employees Scale (EABES). The publication referenced did not focus on unemployment rates; it did, however, mention in the Introduction section the current rates of employment and unemployment as documented by the U.S. Census Bureau’s 2017 American Community Survey (ACS). As such, these were not “new rates of unemployment.” We reported the most current unemployment rates, as defined by the U.S. federal government, for people who report visual difficulties. We did not define unemployment in a new way; we simply used the government definition, as described in McDonnall and Sui (2019). The unemployment rates were mentioned only to describe the challenge with employment that many people with blindness and low vision experience, but they did not in any way define or constrain our study of employers that utilized the EABES (McDonnall & Antonelli, 2019).
