Simone Turchetti, Greening the Alliance: the Diplomacy of NATO’s Science and Environmental Initiatives

This is an important contribution to the history of science, of NATO and of international scientific cooperation. Simone Turchetti has engaged in extensive, multi-archival research in several countries, in state as well as private archives. He has discussed a broad chronological period, from the early 1950s until today; and aptly points to NATO’s ‘green’ (as opposed to the ‘khaki’) dimensions. Science and technology has always been relevant to war and diplomacy. Scholarship has stressed that they became decisive during modernity when technological advances accelerated; to give a few examples, William McNeill’s exemplary, ground-breaking discussion of the interactive relationship between technology, armaments and power, Paul Kennedy’s analysis of the impact of arms races, and Jared Diamond’s expansion of the debate to the environmental domain. However, scholars have stressed that it is the nexus of education, economic realities, administrative systems and creative implementation that transforms technological innovations to a real power advantage. In the words of Sir Michael Howard, ‘the military system of a nation is not an independent section of the social system but an aspect of it in its totality’. The novel feature of recent studies, especially on NATO, is that they focus on an inverse process. With John Krige’s works in the vanguard, authors have discussed the promotion of non-military scientific cooperation by an alliance. Never before 1945, a military alliance needed to promote non-military research.
