Abstract On the basis of some of thefundamental ideas of the New Haven School, this paper applies Professor Michael Reisman’s theory of differential responsibility of major powers to internationafli nanciali nstitutions, and examines modalities to establish a tribunal to assess the international responsibility, tortuous or otherwise, of internationalfinanciailn stitutions (IFIs). It will highlight the importance of major shareholders of the IFIs and the role of non-governmental organizations as decision-makers in the global process of decision.
