A tribute to Bart Schultz's career dedicated to ICID

This is the Editorial of the second virtual issue of Irrigation and Drainage. In virtual issues, papers on a specific topic are published together that have already been published in several regular or special issues of our journal since 2000. It is expected that this will enable readers, researchers and practitioners to have an effective overview of the issues at stake with respect to the selected topic.

This second virtual issue is published on the occasion of the stepping down of Professor Emeritus Bart Schultz as Chairman of the Editorial Board, a position he has held since 2002. As incoming Chairman, and on behalf of the Editorial Board, I wish to express our deep gratitude to Professor Bart Schultz for providing unparalleled leadership of the journal for the past 18 years. As Honorary President of the International Commission of Irrigation and Drainage (ICID), Bart has contributed greatly to the community's administration. His research during this period has also been impressive and productive. In this issue you will find papers of which he was the sole author or one of the lead authors. The papers basically focus on two topics: (i) water management for food production; (ii) the role of water management and flood protection for those living and working in flood‐prone deltaic and coastal areas. This virtual issue is composed of 14 papers and a list with other papers for Irrigation and Drainage or ICID events of which he was the author or co‐author. The papers are presented in chronological order.

As far as the first topic is concerned, the development and management of irrigation, drainage and flood protection schemes are confronted with rapidly changing conditions, especially in least developed and emerging countries. Issues at stake are the need to significantly increase food production, the greater occurrence of water shortages, pollution of water resources, the increased requirement for flood management and flood protection schemes, the need for sustainable development and possible impacts of climate change.

In respect of the second topic, Bart has described how the reclamation, development and management of flood‐prone areas require an integrated approach in which various relevant aspects need to be taken into account. Two of the most important aspects of this approach are the design standards for drainage and flood protection provisions, and land subsidence. With respect to flood protection provisions, it is important that in quite some of the reclaimed coastal and deltaic areas there is rapid urbanization taking place. There may be different reasons for the land subsidence, such as compaction of soft layers, oxidation of peat soils, or tectonic movement. In extreme cases the land subsidence may be even more than 200 mm yr‾¹. The combination of these two aspects requires due attention in order to prevent, or at least reduce as much as possible, calamities in these sensitive flood‐ prone areas.
