Abstract

This article describes the processes that have been taking place in the scientific information sphere in recent decades and significantly changing its structure and functions, including digitalization, the movement towards openness, differentiation of communication channels, integration and collaboration, bibliographic diversity, new technologies, transformation of institutions, and bibliometry. It briefly describes the history of the scientific infosphere in the post-Soviet period and describes the current state. Projects that can define the image of the future of the Russian infosphere are described. The importance of economic conditions of activity and motivation of actors is emphasized. This thesis describes numerous problems that hinder the modernization and development of the infosphere. We propose an action plan aimed at shaping the image of the future and some principles, whose discussion can help to form such an image in the scientific community, the development and implementation of a program for the development of the scientific infosphere.
