The results of study of the acts and office work of the central government system of Russia in the 16th–17th centuries are presented. It is shown that, due to the large territory, multiethnicity, and polyconfessionalism of Russia, a strong centralized power is an inevitable factor of its existence. In turn, the 17th century was a time of choice and the last attempt to restore the symphony, the joint making of the state and the Church, which had been violated in the era of Ivan the Terrible.
