The thermal electron-emission rate constant for has been deduced for internal energies from 9.7 to 14.1 eV from storage ring measurements of the decays of ions reheated with single-photon absorption. The thermal radiation from the ions is quantified from the data with respect to continuous cooling and discrete photon quenching.
