How to accommodate curtailed wind power: A comparative analysis between the US, Germany, India and China

Despite the rapid growth in wind power generation, China has suffered a serious curtailment in wind power in several areas, especially in Xinjiang, Gansu, and Inner Mongolia. Policy instruments and the industrial chain are evaluated and the curtailed wind power accommodation policies in China, India, the United States, and Germany are compared considering the aforementioned curtailment and the lack of international comparative analysis. Results show that China supports the research and development (R&D) of wind power grid-connected technologies. However, from the perspective of policy instruments, precision forecasting, market-oriented mechanisms, and energy storage strategies are lacking in the power consumption policy of China. The regulations in the midstream and upstream stages of the industrial chain are also limited. This paper offers the following suggestions: reinforce technical innovation in the grid-connected systems, impose penalties for those responsible who have held back most on feeding wind generated power into the grid, perfect spot trading and multi-level market-oriented transaction mechanisms, implement an energy storage strategy and strengthen the supervision of wind power industry.
