Assessing social resilience of flood-vulnerable communities in Ayeyarwady Delta, Myanmar

The study aims to identify attributes of communities with high social resilience in flood-prone areas of Myanmar. This study outlines a conceptual indicator-based framework for assessing the social resilience to floods using five components: social demographic, sense of place, adaptive capacity, flood risk level, and the social resilience status of the community. The study uses data collected via a survey of 215 households from four villages based on their high and low vulnerability to flooding in Ayeyarwady Delta in Myanmar. The study finds that the communities in the high flood-prone areas had more awareness of flood risk (measured using flood awareness, prior experience with flooding, having flood protection knowledge, managing flood risk, and trusting officials) than the communities in the low flood-prone area. Flood adaptive capacity of both communities has high values measured in terms of natural, social, human, and physical capital except financial capital. The financial capital (credit accessibility) was moderate in high flood-prone areas and high in low flood-prone areas. The social resilience status of both communities is high in terms of overall results and sub-dimensions such as community participation, trust in the neighborhood, social support, and sharing and exchanging information. The study results in setting up the local level conceptual approach and identifying the significant factors that contribute to social resilience, particularly in the context of flood-vulnerable communities in Myanmar.
