In 2009, the “Sunshine Act” was passed as part of the Affordable Care Act, also referred to as “Obamacare.” In this legislation, the Open Payments Database (OPD) was established. In August of 2013, the OPD began recording all payments from industry to physicians to attempt to clarify the relationships between these two groups. The purpose of the OPD was to identify potential conflicts-of-interest between physicians and industry. Any transfers of value greater than $10 are required to be reported through the OPD.
