True as steel: We report the efficient electrolysis of water by cobalt-based water-oxidation catalysts electrodeposited on a 3 D mat of stainless-steel microfibers to form a core–shell structure. Owing to the high surface activity of the cobalt-based catalysts and an enhanced local electric field, the core–shell catalysts exhibit exceedingly high catalytic performance for water oxidation at a neutral pH.
