个人简介

教育背景从1991年开始留学日本，在日本获得学士、硕士和博士学位。工作履历清华大学环境学院副研究员，现任环境管理与政策研究所所长。环境学博士。从1991年开始留学日本，在日本获得学士、硕士和博士学位。1998年到2004年任地球环境战略研究所(日本)研究员。在日本，长期从事有关环保领域投融资机制的研究。与国际组织合作，率先研究如何建立形成有效的政府部门与私人部门伙伴关系机制，以提高亚洲各国城市环境基础设施的建设与运营管理水平。作为核心研究人员，负责中国环境与发展国际合作委员会(CCICED)的中国环境保护投融资课题研究。负责多项联合国、世界银行、亚洲开发银行、日本国际协力银行等国际组织关于我国环境管理与政策领域的国际合作项目。协助建设部、国家环境保护部等部门以及北京市等地方政府开展我国环境领域战略政策研究以及管理手段与管理工具的开发，提供技术支持。学术兼职中国致公党中央环境与可持续发展专业委员会委员北京致公党环境与可持续发展专业委员会委员中国环境科学学会环境经济分会委员国家开发银行专家奖励与荣誉北京市科技进步三等奖（2004年）建设部华夏奖三等奖（2005年）

研究领域

环境投融资，环境政策与管理研究环境保护各领域(工业污染治理、城市环境基础设施建设与运营、生态保护、全球环境问题)的投资预测、投融资体制、融资渠道及方案实施的保障措施。 Study on the financial mechanisms for the environmental protection field including industrial pollution control, urban environmental infrastructure construction and operation, eco-system conservation, and global environmental problems. 现重点研究城市水业领域的发展战略、政策法规、管理体制、投融资机制等方面的理论基础及应用。 Study on the strategies, legal system and policies, institutional structure, and financing mechanisms for developing water sector. 环境政策与管理研究，特别是城市环境管理政策。 Study on environmental governance, and urban environmental management.
