We use the term “victim” when talking about cases within the juvenile or criminal legal system because it is a legal term and “survivor” when talking about problem sexual behavior in contexts outside of the legal system.
In this paper, we chose the term “illegal sexual behavior” over “sexual violence” to capture the scope of deviant or inappropriate sexual actions among youth that may or may not be perniciously perpetrated.
In too many situations, there are multiple different sexual offense charges that can be applied to the same illegal sexual behavior (e.g., child sexual abuse, sexual misconduct, sexual assault), which can influence juvenile legal system outcomes including whether a youth is required to register on a public sex offender registry.
