Integrated Risk Management in Mining Waste Facilities

Abstract

The Mining Association of Canada (MAC) was the first in the world to develop an externally verified performance system for sustainable mining. This paper proposes adopting a management model that integrates the principles described in the MAC models for safe management of mining tailings facilities, including governance structure and decision making, to systematically and rigorously implement the other principles described in the International Organization for Standardization (ISO 14001) Environmental Management Systems standard and MAC Tailings Guide (MAC 2019a) in an integrated manner.

Resumen

La Asociación Minera del Canadá (MAC) fue la primera en el mundo en desarrollar un sistema de rendimiento verificado externamente para la minería sostenible. Este trabajo propone la adopción de un modelo de gestión que integra los principios descritos en los modelos MAC para la gestión segura de las instalaciones de relaves mineros, incluyendo la estructura de gobierno y la toma de decisiones, para implementar de forma sistemática y rigurosa los otros principios descritos en la norma de Sistemas de Gestión Medioambiental de la Organización Internacional de Normalización (ISO-14001) y la Guía de Relaves MAC de un modo integrado.

Zusammenfassung

Die Mining Association of Canada (MAC) war weltweit die erste, die ein extern verifiziertes Leistungssystem für nachhaltigen Bergbau entwickelt hat. In diesem Aufsatz wird die Einführung eines Managementmodells vorgeschlagen, das die in den MAC-Modellen beschriebenen Prinzipien für ein sicheres Management von Bergbau-Absetzanlagen, einschließlich der Führungsstruktur und der Entscheidungsfindung, integriert. Dies bezweckt, die anderen Prinzipien, die in der Norm für Umweltmanagementsysteme der Internationalen Organisation für Normung (ISO-14001) und im MAC Tailings Guide beschrieben sind, systematisch und rigoros auf integrative Weise zu erfüllen.

采矿业废物设施的综合风险管理

加拿大矿业协会(MAC)第一个在世界上建立了可持续矿业的外部核准运行系统。文章提出采用一种融合了MAC关于尾矿设施安全管理原则 (包括管控结构和决策) 的管理模式, 使之也能够以协调方式系统、严格地执行国际组织《环境管理系统标准》 (ISO-14001) 和MAC《尾矿导则》 (Tailing Guide) 规定的其它相关原则。
