Sažetak
Problemi deficita i duga tradicionalno predstavljaju pokretače recesija u prošlosti. Zbog visokih uticaja budžetskog deficita na povećanje zaduženosti i pogoršanje makrekonomskih performansi, Evropska unija je Mastrihtskim ugovorom, a kasnije i Paktom o stabilnosti i rastu strogo definisala fiskalne kriterijume kojih bi zemlje članice trebalo da se pridržavaju. Fiskalni kriterijumi su naročito važni kada su u pitanju zemlje kandidati za članstvo u Evropskoj uniji. Cilj ovog rada je da, kroz teorijsku i empirijsku osnovu izvrši komparativnu analizu budžetskog deficita zemalja Evropske unije i kandidata za članstvo u Evropsku uniju, da rangira ove 34 zemlje prema kriterijumu javnih finansija i da ukaže na kauzalitet između zemalja kandidata za članstvo u EU i članica EU.
