New estimation of the gross domestic product in Baltic countries in 1913–1938

Abstract

Using the demand-side approach we provide new estimates of output per capita for Estonia, Latvia, and Lithuania in 1913, 1922, 1929, and 1938. Our findings suggest that the levels of real output per capita in Estonia and Latvia were much above the all-Russian mean in 1913. In 1938, the output per capita of Estonia and Latvia surpassed the prewar level by up to 20%, but the total output of Latvia did not reach this mark because of population reduction. Structural changes in the interwar Estonian and Latvian economies explain long postwar recovery and modest growth beyond the prewar levels. In 1892–1914, there was export-oriented industrialization of Latvia, resembling the development of Eastern Asian “tigers” in the late twentieth century. By 1914, mainland Latvia was an “entrepôt industrial economy,” created mainly by the foreign direct investments of Western companies that established their subsidiaries there beyond the Russian protective customs wall. After the loss of the Russian market, Latvia and Estonia partially deindustrialized and reagrarized, while the interwar independence period was too short for policies of “Denmarkization” to bring about strong catching-up growth. Therefore, their standing in the international ranking according to output per capita did not improve over the 1913–1938 period. Lithuanian output per capita stagnated until 1929 because of infraction of its economic integrity by the loss of the Vilnius area and difficulties of economic integration of the formerly German Klaipėda (Memel) region, but did grow rapidly in 1930s up to 40% of 1913 level by 1938.

  2. Clark’s original list of 28 countries includes South Africa. However, with no reliable data about the total population of South Africa, the calculation of the national income for this country from Clark’s data is not possible.

  12. Comparing Tables 19, 20, and 21, we detect that relative positions of countries differ across tables. Differences between relative positions of particular countries in Tables 19 and 21 mainly reflect progress (in 2013–2018) in the research on their growth performance in 1913-1938 and recent changes in the methodology of output comparison, related to use of different monetary units and base years. Differences between relative positions of countries according to their CGDPpc (in Table 20) and RGPDNApc (Table 21) mainly express differences in the procedures of the calculation of these indexes. In some cases, differences between MPD 2013 and MPD 2018 are rather dramatic. Some of them are perplexing. According to MPD 2018, by its CGDPpc, the USSR in 1938 outperformed not only all three Baltic countries but also Finland (see Table 20). However, the resolution of these perplexities is not part of our objectives. They do not directly influence our findings about the absolute GDP values for Baltic countries, because neither the USSR nor Finland belong to our benchmark countries. However, because the relative positions of these and some other countries did change when updating the MPD, the positions of our countries also changed in comparison with what received estimates of the output of the Baltic countries (See Sect. 1) suggest about the relative standing of the Baltic countries.

  13. However, as they do not report confidence intervals for their estimates, we do not claim that our estimates are completely incompatible, which would mean a lack of intersection between confidence intervals.

There were still no attempts to calculate the GDP of at least one Baltic country by expenditure method.

Table provides data about city and total population in the de facto territory of Lithuania in 1923–1938. In 1923, Klaipėda region was joined to Lithuania, which was lost to Germany on 23.03.1939. According to Soviet-Lithuanian treaty, signed on 10.10.1939 Lithuania joined Vilnius region, which in 1920–1939 was under Poland’s rule. In 1923, data are for 17.09.1923, in 1914 for 1st January and in remaining years for 31st December.

Mean annual wages are calculated assuming 190 working day-long agricultural season, beginning on 1 April and closing on 11 November (St. Martin’s day): 225 calendar days—33 Sundays + 2 religious holidays (second Easter day and All Saints day). In Catholic regions (Lithuana and Eastern Latvia), St. George’s day (23 April) also used to be a holiday.

1.10 Appendix 10: Urbanization data: share of population in localities with 20 000 or more inhabitants in Europe, 1910–1940

Seeking to include as many benchmark countries as possible and provide estimates for all time points of interest, we opted for a rather high rural–urban division threshold (not less than 20,000 population). This number represents the minimal city size for which most reliable or commonly used international sources provide information. Our main and most authoritative source was United Nations (1969: 105–106), providing data for most countries for 1920, 1930, and 1940. Data about share of urban population before WWI (in 1910) are from Flora (1974: 167). We excluded Belgium because we identified an inconsistency in the urbanization data provided by our sources.Footnote 20 None of these sources provide data for the Baltic states because at the time of publication, they were absent from the world political map, so their urbanization levels are calculated from the data in “Appendices 1, 2 and 3.” The results of a sensitivity analysis for lower urban area thresholds are provided in “Appendix 12.”

1.11 Appendix 11: Food self-sufficiency (r) estimates, 1913-1938

Earlier applications of our model assume country food self-sufficiency, which is defined as r = domestic food production/domestic food production + food exports − food imports. Such an assumption (r = 1) may be reasonable for preindustrial times when cross-country trade in food was negligible. However, since the industrial revolution, this situation has no longer existed; countries are divided into mainly food importers (r < 1) and food exporters (r > 1), with most industrialized countries becoming dependent on food imports. Therefore, we replace this assumption with empirical data on the self-sufficiency of Baltic countries and benchmark countries with empirical data.

Food self-sufficiency did become a vital issue during WWI, when the two antagonist countries (the UK and Germany) attempted to starve each other out by blockades, with the UK ultimately winning and Germany losing on this war front. Because of its wartime importance, food self-sufficiency was a major issue in the series of studies on the wartime performance of the economies of most European countries, sponsored by Carnegie Endowment for International Peace (Augé-Laribée and Pinot (1927); Bachi (1926); Heckscher et al. (1930); Loewenfeld-Russ (1926); Posthuma (1928); Skalweit (1927); Struve (1930)). We could find in these and related (Beveridge (1928); League of Nations (1943); Weiss (1941); Yates (1960); Czarnomski (1925); Kempner (1920); Huegel (2003) works information about the pre-WWI food self-sufficiency of most benchmark countries. For the interwar period and for a few countries before WWI with no readymade estimates in the research literature, we calculated food self-sufficiency rates ourselves, using data from the Mitchell data handbook (2013), yearbooks of the League of Nations (1927; 1930; 1939), yearbooks of the International Institute of Agriculture in Rome (1924; 1930; 1940), and (for 1913) the collection of international agricultural data published by the Russian statistical office (Ministry of Finance of Russian Empire 1916) and national statistical offices of Baltic countries.

Mitchell (2013) and Smits et al. (2009) provide information about total value of agricultural production as part of national accounts. The International Institute of Agriculture published not only detailed information about domestic production of crops and husbandry (in kind) but also readymade balances of the trade in agricultural production (but only in kind) and some price information. More conveniently, yearbooks of the League of Nations provide monetary data on foreign trade. According to the Bruxelles classification internationally accepted in statistical recording at this time, traded goods were classified into (1) live animals, (2) articles of food and drink, (3) materials, raw or partly manufactured, (4) manufactured articles, and (5) gold and silver.

Adding (1) and (2), we established total values of food imports and exports and calculated the balance of foreign trade in food. We calculated the approximate total value of food production by subtracting from total value of agricultural production (according to Mitchell (2013) and Smits et al. (2009)) the value of industrial crops (flax, linseed, hemp, and sugar beet), fodder, oilcake, skins, and hides from the total value of agricultural production. To establish the value of the nonfood part of agricultural production, we used data from yearbooks of the International Institute of Agriculture. Dividing the value of total domestic food production value by itself diminished or increased by the difference between food import and export, we derived the food self-sufficiency rate. For 1938, our work was facilitated by the work of Polish economist Ludwik Landau (1939), which provided calculations of the value of agricultural production for most of our benchmark countries in 1938, using the same sources. We used his template in the calculations for 1922 and 1929.

1.12 Appendix 12: Sensitivity analysis for different urbanization thresholds of the estimates of Lithuania’s, Latvia’s and Estonia’s GDP per capita

For this analysis, we used urban area threshold sizes ≥ 20,000, ≥ 10,000, and ≥ 5000 habitants. For smaller (≥ 10,000 and ≥ 5000 thresholds), we were not able to locate a dataset that could provide systematic data for all our benchmark countries. The time series of De Vries (1984) ends with 1800. Bairoch (1988) is global in scope, but most data about European cities with 10,000 inhabitants are limited to the period before 1910. Even for cities 20,000 or larger, our sources provide contradictory indications. Thus, in Belgium according to United Nations (1969: 105), the share of population in cities larger than 20,000 inhabitants was 49% in 1920, 51% in 1930, and 51% in 1940. Flora (1974: 167) provides 24.9% for 1910, 28.6% for 1930, and 30.6% for 1950. Therefore, sensitivity analysis (computing real relative GDPpc levels) with lower urbanization thresholds had to be limited to several countries, using data from Flora (1974). We did find that differences in the urbanization thresholds have no substantial impact on GDPpc estimates, with only a partial exception for the benchmark country of the Netherlands.

1.13 Appendix 13: Sensitivity analysis for alternative assumptions on the income elasticity of food demand of the estimates of Lithuania’s, Latvia’s and Estonia’s GDP per capita, 1913–1938

Assumptions about the income elasticity of food demand vary broadly in the literature. Allen (2000) chose 0.5; Malanima (2011) and Bolt et al. (2018) chose 0.4, while Alvaraz-Nogal and Prados de la Escosura (2013) chose 0.3. We choose the same  β = 0.3 for all countries. We consider this choice reasonable, since we use real wages computed on a subsistence basket, and we assume that foods that make up basic diets tend to have lower income elasticities (see, for example, Colen et al. 2018). In this “Appendix,” we present the sensitivity analysis, that is, how results depend on the parameter . We compute real relative GDP per capita (keeping all the parameters fixed) for different countries with  β = 0.3, 0.4, 0.5. We see that the differences are minimal; thus, according to this analysis, our main conclusions are robust with respect to changes. Slightly larger differences exist for the benchmark country of the UK in 1929.

1.14 Appendix: 14 Point estimates (geometric mean) and confidence intervals for the GDP per capita estimates for Estonia, Latvia and Lithuania, 1913–1938

The confidence intervals show the range of possible values of the unknown parameter, in our case GDP per capita values, with a specific probability. The 95% confidence interval for the geometric mean is computed as the confidence interval for the arithmetic mean of logarithm values. Then, obtained values are taken in a power of exponent function.
