This issue of PWMP opens with two Commentaries on the current state of public-private partnerships (PPP) for infrastructure. In “Do public-private partnerships still have a future?” Veronica Vecchi, Angelo Tanese, and Stephen Osborne address the mixed results achieved by PPP and the deteriorated trust between public and private actors and argue that abandoning PPP could represent a severe mistake in public policy. Carter Casady and Michael Garvin in “’Progressive’ Public-Private Partnerships: Are They Reformative or Regressive!?” discuss “progressive” PPP which refer to PPP using pre-development agreements (PDAs) to enhance collaboration between the public and private sectors. The Commentary outlines the potential benefits and pitfalls of this new approach to PPP and concludes that practitioners and academics have a crucial role to play in improving our understanding of these arrangements.
