A single-site Ru cation coordination manipulation strategy is proposed to achieve near-optimal adsorption energies for oxygen evolution reaction (OER) intermediates by constructing an atomically dispersed Ru−Co paired site on LiCoO2. Benefitting from the strong electronic interaction between Ru and Co, the Ru−Co/LiCoO2 nanosheets exhibit accelerated charge transfer capability, strengthened Co−O covalency, optimized eg filling, and then the resulting superior OER activity.
