Migration and Hybrid Political Regimes by Rustamjon Urinboyev continues the recent series of monographs (see Kubal, 2019; Schenk, 2018) that introduce the Russian case of immigration policy and governance to global migration studies. The book focuses on visa-free labor migration from Uzbekistan to Russia and analyses migrants’ legal adaptation in the context of Russia's hybrid political regime. The main argument of the book is based on the crucial opposition between “Western-style liberal democracies in which culture of the rule of law is strong and presumed to be the standard of governance”, including for immigrant integration and adaptation frameworks, and hybrid political regime contexts such as Russia where “migrants do not experience the “rule-of-law” and functional institutions but must navigate around the corrupt legal system and produce new forms of informal governance and legal orders” (p. 6). The author scrutinizes the agency that migrants arriving in Russia from Central Asia exercise when they try to manage “a discrepancy between formal (legal) decisions and informal (illegal) practices” (p. 138) and to balance “parallel legal orders” (p. 67).
