Cr/CrxN coatings were deposited on Zr-4 substrates by multi-arc ion plating for accident-tolerant fuel coatings. The effect of the Ar/N2 flow ratio on the microstructure, mechanical properties, and high-temperature steam oxidation behavior of the coatings was investigated systematically. All coatings significantly increased the oxidation resistance of Zr-4 by forming a Cr2O3 oxide layer, and the performance degradation was caused by the decomposition of CrxN and the consumption of the Cr layer in the high-N coating and the pores in the oxide layer of the low-N coating. In addition, the mechanism of high-temperature steam oxidation was discussed in detail.
