This review of the literature reveals that, for the first quarter of the twentieth century, most of the discussion centered on who was responsible for mentally retarded blind children–educators of the blind or educators of the mentally retarded. The first institution specifically for such children was founded in 1921, but it was more than 30 years before the second was founded. Now there are 44 institutions for blind mentally retarded children and program development is proceeding rapidly in response to pressure from parents, professionals, and the community.
