Navy, are mentioned only briefly, while the significance of the agreement struck between Lord Robert Cecil and Edward Mandell House over the future naval balance of power is underappreciated. Nevertheless, this work is not concerned purely with matters of high policy, and Still’s lens of analysis moves swiftly between wider questions of American foreign policy and explorations of the activities and interactions of American naval officers across Europe. Subsequent chapters centre on three main issues. The first is demobilization, and Still explains the enormous logistical effort of transporting the American Expeditionary Force to the United States, extricating the USN from its wartime shore facilities, and settling debts with the Allies. Another chapter details the attempt to clear the North Sea Mine Barrage, the USN’s most dangerous task in this period. Two officers and nine enlisted personnel were lost in an operation that destroyed only around 40 per cent of the mines. Still also devotes considerable attention to the navy’s role in supporting American humanitarian endeavours and business interests in Europe. The navy was crucial to the work of the American Relief Administration, headed by Herbert Hoover, as it delivered supplies to central and eastern Europe. American warships assisted in a variety of ways, with the Chief of Naval Operations, Admiral William Shepherd Benson, even offering to escort American ships carrying food through the Allied blockade. The USN was also directly involved in the evacuation of refugees from Smyrna in 1922. Yet Still reminds readers that economic selfinterest remained a powerful driver in the development of some of these deployments, with the USN helping to advance American business interests in Europe – although it is not always clear in the analysis the extent to which this outweighed humanitarian concerns. Still’s work is underpinned by a considerable base of primary source research in American and British archives, reflecting the scope of this book. In turn, this will prove an informative read to those unfamiliar with the USN’s continued role in European waters after the conclusion of the First World War. Moreover, Victory Without Peace is a notable study in the utility of navies in peacetime more generally, and the continued importance of sea power in international relations in this period, regardless of debates elsewhere over its apparently waning effectiveness in the early twentieth century.
