As readers of Evidence and Policy will know, the use of evidence in policy and practice is both a complex process and a complex outcome, affected by a wide range of factors and correspondingly difficult to document and evaluate (Oliver et al., 2014; Holmes et al., 2017). Many commentators agree that evidence use – whether we call it knowledge exchange, research impact, or some other variant – is essentially a relational process, and takes place in social settings (Dobrow, Goel and Upshur, 2004; Mitton et al., 2007; Weiss et al., 2012; Oliver, Lorenc and Innvær, 2014; Cairney, Oliver and Wellstead, 2016; Ward, 2017).
