Gifted education policy in Colombia: Legislation and guidelines for learners with exceptional abilities and talents

Prior 1991, there were no gifted education policies in Colombia. A new Constitution changed the educational legislation. New policies were created and passed into law to regulate the education of exceptional and talented individuals. Using systematic content analysis of legislation documents, the researchers present a novel multiple perspective approach to study policies considering background, formulation, implementation, and quality. Results reveal the existence of high-quality policies influenced by research-based evidence in the field of gifted education. Broadly, the policies have an inclusive definition of giftedness, consider multiple criteria for identification of exceptionalities and talents, and propose adequate services for diverse populations. However, the implementation has not achieved the policy goals effectively due to a disconnect with government educational and development agendas.
