Opportunities to improve sustainability of a Marine Protected Area: Small-scale fishing in Loreto, Baja California Sur, México

A development site in Baja California Sur Mexico is the Bay of Loreto, an emblematic place with fishing tradition and huge touristic potential. To provide useful information which can be used to improve the economic development policies of the municipality and the management plan of Loreto Bay National Park, this study characterized the fishing activity based on records, statistics from 2000 to 2016, and available publications; defined the fisheries in the study area; estimated their relative importance; and determined dynamics of the fleet operation, local knowledge, economic diversification, and socio-economic aspects of the users such as age, scholarly, income, among others. The local knowledge was obtained through the implementation of a survey and the use of databases providing statistical information and data related to the official catch landing reports (OCLR). This last data let us define the production trends of 16 years. According to the relative importance index, the finfish fishery was the most relevant; therefore, its seasons were estimated, and maps of the catch’s distribution were made. The fishing gears in use were identified, where the hand line with a hook was predominant, followed by the gill net of different mesh sizes, more applied to yellowtail fish and parrotfish, and the traps to triggerfish. Using the local knowledge, we defined the depths at which the main resources are located, and the spatial and temporal distribution of the fisheries was confirmed. We found that less than 40% of the fishermen practice alternative economic activities to fishing to supplement their income. In the finfish fishery, the most important resource is the red snapper (Lutjanus peru). We recommend considering the updating of the management program, especially the topics related to small-scale fishing within the corresponding boundary polygon, and to promote actions to encourage greater economic diversification among fishing communities.
