ABSTRACT

Over the last two decades, South Africa has experienced isolated terrorist attacks and at times served as a hub for international terrorist activity, particularly as a conduit for illicit financial transactions and a place of transit and hiding. However, since 2015, the country has seen an increase in terrorist activity locally. To ensure these security challenges can be met, it is important that policymakers understand the changing nature of international terrorism, how it manifests in South Africa, the current counter-terrorism capacity of the state, and what regional strategies must be strengthened or developed to address the transnational nature of terrorist networks today.
