Isomorphic mimicry and the effectiveness of water-sector reforms in Brazil

Despite the efforts of various governments and the different reforms in the water sector related to water and sanitation services (WSS), Brazil continues to experience significant difficulties in achieving universal access, having a long way to go to reach this goal. This article discusses the barriers to WSS universal access in Brazil. By analyzing policies, institutions, and regulation (PIR) and the associated enabling environment, we assert that the leading cause of failure is isomorphic mimicry. We further suggest that only with a better alignment of PIR can adequate incentives be provided for universal and sustainable WSS.
